Possibly caused by sending in your lord first to engage in their melee, it freezes the AI and makes most of their units just stand still. Warhammer III battle difficulty DOES actually make AI smarter. Battle difficulty in Warhammer II only buffs the AI, nothing else. Make sure your battle difficulty is set to normal. These are set separately, to allow for fine-tuning the difficulty. Its best shown in this video but to put it shortly the AI is simply not reacting & not moving, even when under fire.
